The Committee Clerk reported that, having received Notices under Regulation 13 of the Local Government (Committees and Political Groups) Regulations 1990, the Chief Executive had appointed Councillors D H Lomas and G J Fenwick as Members of the Committee in the places of Councillors P J Heath and S C Taylor respectively, for this meeting only.

RESOLVED that the Minutes of the Meeting of the Planning Services Committee held on the 28th July 1999 be confirmed and signed as a correct record.
266 PLANNING APPLICATIONS FOR DETERMINATION

RESOLVED that the plans enumerated below be approved or disapproved :-

GRANT permission in accordance with the details contained in the report of the Director of Development Services subject to the following additional condition :-

Note 1 The above application was resolved on a simple majority vote in accordance with the provisions of paragraph (3) of Standing Order No 28.
Note 2 The Chairman had asked the Committee to resolve the matter in the interests of expediency as both the local ward members were in favour of the application.

REFUSE permission in accordance with the details contained in the report of the Director of Development Services.
Planning application to erect house and garage on site of existing brick forge building The Old Forge, Saxby – Mr J Neave, The Manor, Saxby, Lincoln –
Authority be delegated to the Planning Services Manager to GRANT permission in accordance with the details contained in the report of the Director of Development Services following receipt of amended plans which have a more harmonious relationship with adjoining existing development, particularly with regard to Waggoners Cottage.

GRANT permission in accordance with the details contained in the report of the Director of Development Services.
Note Councillor K Whaley declared a non-pecuniary interest in the following two applications 99/P/0372 and 99/P/0373 and left the Chamber taking no part in the discussion or note thereon.

GRANT permission in accordance with the details contained in the report of the Director of Development Services subject to the signing and sealing of a Section 106 Agreement as detailed in the report.
Note It was requested that the Planning Obligation be dealt with as expeditiously as possible.

Consideration of the application be deferred to ensure proper consultation in view of the Committee report erroneously referring to the site being in Thonock Ward when it is in fact in Scotter Ward and to enable the local ward members to give due consideration to the application.

Consideration of the application be deferred to ensure proper consultation in view of the Committee report erroneously referring to the site being in Thonock Ward when it is in fact in Scotter Ward and to enable the local ward members to give due consideration to the application.

Consideration of the application be deferred to enable officers to investigate outstanding highway and tree matters in the context of outline planning permission No 96/P/0403.
Reserved matters application to erect 17 houses and associated garages (with outline planning permission number 97/P/0876) Plots 1-17 Lincoln Road, Dunholme – Ablehomes Ltd, 4 Castle Gate, Newark –
Consideration of the application be deferred to request that the application be amended so as to resite the terrace of four houses (Plots 6 – 9 inclusive) to the east of the proposed access road where distances from the site and adjoining existing dwellings is greater, and for amendments to Plot 11 in the north-western corner of the site so as to have a more acceptable relationship to 19 Merleswen.
Planning application to erect 1 house (Plot 18) and garages Land off Lincoln Road, Dunholme – Ablehomes Ltd, 4 Castle Gate, Newark –
Consideration of the application be deferred pending the outcome of the negotiations referred to in the resolution on planning application No 99/P/0536. Members however resolved that they supported the principle of the proposed development and the willingness of the applicants to retain the existing cottage on the site.
The Group Leader (Planning) submitted report PL.26 99/00 and confirmed that further negotiations with the applicants may well result in a reduced scheme being submitted.
The Planning Services Manager reported that the amendments proposed by the applicants may not be acceptable as an amendment to the current application and officers will need to give this further consideration when the amendments are received.
A Member stated that a decision needed to be taken soon and officers were urged to bring a report back to Committee as soon as possible, including if necessary the original application for determination.
RESOLVED that the report be noted.
The Chairman introduced Ken Mander who was monitoring progress on Best Value and had been observing how the Committee performed.
